How to become a police officer in Puerto Rico
Entry is as a cadete with the Negociado de la Policía de Puerto Rico, a bureau within the Departamento de Seguridad Pública. The governing statute is Ley Núm. 83 de 2025, which replaced the earlier organic law and sets the eligibility criteria below.
The requirements
Article 8 of Ley 83-2025 sets them: 18 or older, a maximum entry age of 46 (50 for re-entry), and either US citizenship or status as a foreign national legally authorised to work. Members entering on or after 1 July 2021 have three years to complete an associate degree or equivalent — so the degree is a condition of continued service, not a barrier to entry.
The route
Register on the recruitment portal at reclutamiento.policia.pr.gov and apply against an open convocatoria. Clear the Article 8 criteria, the background process and selection. Complete the academy as a cadete. Then finish the associate degree within three years if you do not already hold one.
What catches people out
Two things that run against expectation for a US jurisdiction. Puerto Rico does not require US citizenship — Article 8 expressly admits an "extranjero(a) legalmente autorizado a trabajar." And you can be hired without a college degree, with three years on the job to earn one. Most US departments do neither.
Police officer salary in Puerto Rico
Police pay in Puerto Rico is set by internal regulation rather than by statute. Ley 83-2025 fixes no minimum salary: Articles 6 and 7 leave pay to the Superintendent's internal regulation, and Article 10 covers only overtime.
That is why no official scale is published — and why the old statutory base under Ley 227-2004, now superseded, should not be quoted.
Over a career, pay follows rank. Before that, completing the associate degree required within three years of entry is a condition of staying in the job.
