How to become a CDL instructor in Pennsylvania
Pennsylvania sets no state requirement for CDL instructors beyond the federal standard. Its private driver training school scheme, under Act 605 of 1951 and 22 Pa. Code Chapter 101, is explicitly non-commercial driver education only. Commercial truck schools are licensed separately, by the State Board of Private Licensed Schools under 22 Pa. Code Chapter 73.

Driver education instructors face a substantially higher bar: practical and theoretical examinations administered by PennDOT, a minimum of two years' successful driver education teaching experience, child abuse clearance, a three-year PennDOT driving abstract, State Police and federal criminal history checks, and character references.
What catches people out
Pennsylvania splits the job between two departments that never meet. PennDOT writes and administers the instructor exam, while the Department of Education issues the school licence — and neither touches CDL instruction at all.

Pennsylvania's truck schools are licensed by the State Board of Private Licensed Schools, and it is the school, not the state, that sets instructor pay.
