How to become a CDL instructor in New York
New York has two instructor credentials and they do not overlap. The DMV's Driving School Instructor Certificate is the Article 39 car-instruction credential. Commercial truck driving schools are licensed private career schools under the State Education Department's Bureau of Proprietary School Supervision, and their instructors need a BPSS Private Career School Teacher licence — not a DMV certificate.
The BPSS route
Three stages. A Permit, valid one year and non-renewable. A Provisional licence, valid three years and non-renewable, requiring a 30-clock-hour Bureau-approved teaching methods course or three semester credits. Then a Full licence, valid four years and renewable, requiring a further 60 clock hours of professional education or six semester credits.
The route
Get hired by a BPSS-licensed private career school and apply to BPSS for a teacher permit in the instructional area. Complete the 30-hour methods course within the permit and provisional window, then the additional 60 hours for a Full licence. What catches people out
A BPSS teacher licence is valid only at BPSS-licensed schools — it is not portable to a DMV-licensed driving school. And on the DMV side, the 30-hour Methods and Content Course for In-Car Instruction is only required before the first renewal, so a new car instructor can legally teach for a full certificate term before taking any teaching course at all.

A New York CDL instructor is paid by the private career school that employs them, licensed by the State Education Department's Bureau of Proprietary School Supervision.
